KESRA QUALIFICATIONS

Certificate courses The following are the certificate courses the KESRA college offers:

Certificate in Tax Administration: Above C - aggregate, D+ Mathematics, and D+ English. Certificate in Customs Administration: C- aggregate, D+ Mathematics, and English East Africa Customs Freight Forwarding Practicing Certificate (EACFFPC): C- and above.

Diploma Courses:

KESRA offers the following diploma programmes:

Diploma in Tax administration: Minimum aggregate C- with C- in English and Mathematics. Diploma in Customs Administration. C plain aggregate with C- in mathematics and English. Diploma in Revenue Administration (Has a focus on Counties): C- in Maths and English, overall grade C plain.

TRAINING MATERIALS



1.) Basic management manual

    Professionalism including listening and communication skills, customer care, relationship management self- management and time management.
    Business and field reports writing
    Record keeping and management; electronic and manual record keeping types of records maintained by clearing firms, automated records management system (ARMS)
    Relevant legal requirements.

2.) Customs laws and valuation and tariff manual

    Customs law applied by the East African Community,
    Import procedure, verification and release of imported and exported goods, inward/outward processing
    Landing permit
    Duties/taxes applies,
    Legal provisions of customs declaration
    Customs bond securities
    Transit and transshipment procedures.

3.) Ethics and integrity manual

    Local and international conventions
    Corruption protocol and consequences
    Types of fraud, tax evasion and consequences
    Professional Code of ethics
    Handling ethical dilemmas

4.) Freight forwarding manual

    Port infrastructure, clearance procedure, port charges and port clearance operations
    Freight forwarding operations; standard trading terms and conditions, legal guidelines and working environment of a freight forwarder.
    Types, sources and functions of various documents and processes of freight forwarding.
    Air, sea, road, rail, pipelines and multimodal/intermodal carriage of goods.
    Freight rate computation in various modes of transport
    Handling of goods; Packing, packaging, labelling, cargo consolidation, break bulking and special goods
    Warehousing and cargo storage
    International trade and transport
    Rules of mode of transport

5.) Rules of origin manual – English

    Rules of trade, tariffs and certificates to be applied on goods based on their country of origin under the various international trade treaties. They include the East African Community, COMESA, SADC and EU

East Africa Customs and Freight Forwarding Practicing Certificate (EACFFPC)

To equip customs agents and freight forwarders across East Africa with the necessary skills and regulations to apply when clearing goods, FEAFFA in partnership with the East Africa Revenue Authorities (EARAs), East Africa Customs Directorate of Customs and the national associations of customs agents and freight forwarders across the region, e.g. KIFWA, developed the East Africa Customs and Freight Forwarding Practicing Certificate (EACFFPC) program in 2007.

The program has received support by various development partners including Trademark East Africa, USAID East Africa Trade and Investment Hub, Family and Health international 360 among others. By acquiring the EACFFPC certification, customs agents and freight forwarding would be able discharge their duty in facilitating trade efficiently, competently and in an ethical way.

The certificate is administered across the East African countries with the same course outline and training materials. The program pioneered in Kenya with a cohort of about 100 agents and has grown to train over 6,000 agents in the entire EAC region. About 3,000 of these are Kenyans.

 

Certification Program

  • Managed by the National Curriculum Implementation Committee
  •  To promote a high standard of service by its members to their customers.
  •  Administered by the Kenya School of Revenue Administration (KESRA).
  •  A six month training certification, divided in to two semesters
  •  Classes are held in Nairobi and Mombasa
  •  Each course is taught by an expert skilled in that particular area.

CPD PROGRAM STRUCTURE

  • A course outline, and teaching materials
  • Attendance records
  • Independent assessments
  • Expert trainers
  • Maximum of 5 hours per course per year
  • CPD hours will be earned from seminars, conferences, in-house trainings, workshops and relevant academic courses
  • Confirmation of participation by an employer in an in-house program.
  • Confirmation by an instructor, mentor or tutor, administrator of participation
  • Letters of appreciation
  • Certificates
  • An average of 40 CPD hours each year to be completed.

COMPETENCY CLASSIFICATION

  • Technical Competencies- these includes content updating them on best practices in carriage of goods, warehousing, Customs clearance and fiscal matters. This category shall constitute 50 per cent of the CPD content in any year.
  • Emerging issues – these include emerging issues that may affect the professional practice trajectory in the foreseeable future. Emerging issues include technological aspects like cloud computing and block chain as well as political and general regional development issues. These shall constitute 30% of an individual’s CPD content.
  • Leadership and personal development – this include governance, change management, personal branding and relevant motivation. These shall constitute 20% of an individual’s CPD content in a year.
